It is a prison where those that pose significant threat to the Xianzhou Alliance are imprisoned by the Ten-Lords Commission. There are other Shackling Prisons on the other ships, but these have not been seen.
The Shackling Prison's entrance can be located under the waters of Scalegorge Waterscape. Prisoners first stand trial before being guided to their cells, and those who have committed heinous crimes against the Xianzhou will be placed in special cells with extreme temperature.[1]
If a person is close to becoming mara-struck, they will be cast into the Shackling Prison.[2] One of the Ten Unpardonable Sins is "Prison Break", the crime of attempting to enter the Shackling Prison and free the inmates.[3]

From the heartbeats of the prisoners to the density of air within the cells, the system's control over the bottom of the ancient sea is meticulous down to the finest detail. There cannot be the slightest mishap with regard to the captivity of criminals who have committed serious offenses, for the slightest error could result in an unforeseen calamity.
You notice that the display on the screen almost never changes. For the prison guards, no change is probably the best-case scenario.

History[]
The Shackling Prison was built by the Xianzhou Alliance and the Vidyadhara to detain the Alliance's most dangerous enemies. Due to the assistance of the Vidyadhara, the prison was built underwater, some of which encompasses Scalegorge Waterscape.
Throughout the years, the prison has been host to many enemies of the Alliance and maintained by the Ten-Lords Commission, who diligently ensure that the prisoners would never see the light of day again. Each prisoner has significant measures in place to prevent them from causing the slightest bit of chaos[4]; those wishing to talk to Hoolay must either consume poison-proof pellets or wear a mask with a filter cartridge, while people are forbidden to visit or speak to Primus Immortus.
In the Year 7379 of the Star Calendar, in an event that later came to be known as the "Sedition of Imbibitor Lunae," Dan Feng caused turmoil by "stealing" the power of the Abundance and invoking the Transmutation Arcanum,[5] breaking the foremost of ten unpardonable sins on the Xianzhou with the help of Yingxing.[6]
As a result of committing a grave sin, Dan Feng was sent to the Shackling Prison, where he was chained and tortured.[5] He eventually went through molting rebirth, the process of Vidyadhara reincarnation, which involved the Preceptors using an exuviation charm against his will.[7] After his rebirth, the newly born Dan Heng was held in the Shackling Prison for an indeterminate amount of time before being exiled — a lighter sentence, negotiated by Jing Yuan, than what both the Vidyadhara Preceptors and Ten-Lords Commission wanted for him.[8][9] Following his exile, the prison redacted all information regarding the former Imbibitor.[4]
Before the Astral Express crew boarded the Luofu, Blade had visited the Shackling Prison, seeking Jing Yuan. He was there to tell Jing Yuan that he is not "one of the three that must pay a price".[10]
Sometime after the Stellaron crisis on The Xianzhou Luofu was resolved, Luocha and Jingliu arrived at the prison, where the former was greeted by Jing Yuan and several Cloud Knights. Jing Yuan questioned their purpose, stating that those who came were either jailers or prisoners. Luocha stated that despite his powers being that from the Abundance, he was no friend of theirs before Jingliu arrived, telling Jing Yuan that the two of them were planning to put the Abundance in their grave.[11]
When the Xianzhou Luofu began to host the Wardance festival to reassure the people that the Stellaron crisis was over, a pack of borisin, led by Mok Tok, infiltrated the Luofu in order to free Hoolay from the Shackling Prison. Using a pill that allowed them to take on the appearance of Xianzhou Natives and Foxians, a group would attempt to secure escape vessels while another went to the Shackling Prison. At the same time, due to concerns over Jing Yuan's conduct regarding the Stellaron crisis, Feixiao was sent to transfer Hoolay to The Xianzhou Yaoqing, who sent her lieutenants Moze and Jiaoqiu to pick him up. Mok Tok and his pack were able to free Hoolay and escape the prison, though the Xianzhou Alliance is in quick pursuit on the fugitives.[12]
