The Ten-Lords Commission, also known as the Long Life Supervisory Authority, is the organization responsible for matters related to mara and long-life species. It is not included among the Six Commissions of the Xianzhou Alliance, although this is not common knowledge.

Overview[]
The Ten-Lords Commission is responsible for guiding those who succumb to mara, dealing with vicious criminals, and managing life and death.[1] It is not restricted by the Six Charioteers.[2] There are four divisions within the Commission: the Detention Division, Incarceration Division, Interrogation Division, and Punishment Division.[3] The fact that it is not included among the Six Commissions of the Xianzhou is not well known; furthermore, no one outside the Commission knows where its base is, who controls it, or how many members it has.[4] However, Huohuo claims that their temporary office at the Pavilion of Cessation, which was set up to suppress the heliobi which had escaped when the Artisanship Commission's Creation Furnace was damaged, is more spacious than their base in the Netherworld.[5]
According to protocol, those who commit great crimes, such as trying to undermine the Alliance, are to be held on the Xianzhou Xuling to stand trial before the Ten-Lords Commission and the Seven Arbiter-Generals.[6] The Commission also performs regular inspections of the Scalegorge Waterscape with the Cloud Knight general.[7]
Spiritfarers[]
The spiritfarers of the Ten-Lords Commission are responsible for handling those who are about to become mara-struck. Hardly anything else is known about the spiritfarers.[4] According to Miaodian, the members of the Ten-Lords Commission are made up of people who live in seclusion, so as to keep the Commission independent and clean from the rest of society, and prevent any potential risks that would destabilize the Alliance.[8] As a spiritfarer, Huohuo used to oversee management and maintenance of the Ten-Lords' exorcism tools before she became a judge.[9] Some duties between the spiritfarers and judges appear to be interchangeable, as Spiritfarer Shouling once handled the interrogation of Wingweaver Xili.[10]
Jailers[]
The jailers' duty is to ensure all prisoners in the Shackling Prison remain within the prison area. If any one of them were to take even half a step beyond the boundaries of the prison, jailers are expected to employ any possible measure to force them right back. They have to perpetually keep their guards up around serious felons as they need to be able to pick up on their intentions through their words and behavior, which they employ to shield their true thoughts. At least one jailer oversees each unit of the Shackling Prison.[11]
Secretary[]
The secretary is the Shackling Prison's "penholder." Judges have to follow a strict set of administrative procedures behind the scenes when making arrests and restraining culprits. If an emergency requires a judge to deliver judgement on-site, there are still processes that must be filed retroactively, which is the specialization of the secretary. Other miscellaneous tasks like issuing verdicts, official announcements, and internal marketing also fall under the secretary's jurisdiction of work.[12]
Scribes[]
The Ten-Lords Commission's system holds hundreds of millions of files, and they have always been maintained through the manpower of tens of thousands of attentive and responsible scribes. Due to this, the staffing of scribes occasionally exceeds that of the spiritfarers. Scribes record detailed logs of prisoners' life experiences, criminal records, oral testimonies, judgment documents, and even their performance in serving their sentence. The personal information of all these prisoners are all stored in the Shackling Prison document office.[13]
Judges[]
The judges of the Ten-Lords Commission oversee sending the souls of the mara-struck and those near death to the Hall of Karma, a place believed to be at the bottom of the Xianzhou where the souls of the dead are kept and studied to deduce when mara will strike. The body of a judge is connected to the Hall of Karma, and they are able to collect souls, decide on karmic consequences, and bring souls from the Hall of Karma back to the living world for a short period of time. Judges are forbidden from interfering in the affairs of outsiders, and in fact, have all links to the outside world severed once they enter the Commission, their past names and lives becoming meaningless.[14] When a judge appears, cycranes malfunction and go out of control to prevent the capturing of their image. Judges possess instruments of "punishment and sorcery,"[4] such as Hanya's Oracle Brush and Xueyi's Mara-Sunder Awl. Judges are formally addressed as "Your Honor."[15]
Judges are also responsible for the detention, incarceration, interrogation, and punishment of criminals and are systematically trained to be ready for every task. However, the scope of their work generally depends on what division they are in and may differ from judge to judge. For example, Hanya, who is not proficient in combat, was assigned to the Interrogation Division and is tasked with deducing and interpreting the Karmic Tome and Karmic Mirror under the Ten-Lords' supervision. As a non-combat judge, her main task is to gather intelligence to prepare for future disasters and handle clerical work in the Hall of Karma.[3]
Judges of the Punishment Division design and decide punishments for the prisoners such as the Forest of Swords. Xueyi of the Incarceration Division, on the other hand, is tasked with constantly hunting down, fighting and subduing criminals and abominations all over the Xianzhou. They also supervise prison transfers and are responsible for guiding and making sure outsiders visiting criminals follows the rules to ensure their safety. The Xianzhou Zhuming also has specialized Flamehunt Judges that capture "newborn" heliobi that have not had any contact with emotions, using kind and gentle dreams to tame the immature temperaments of such flames. Then, the judges pass these harmless heliobi to the Artisanship Commission's Temperaflame Office.[15][16]
Wraith Wardens[]
Wraith Wardens are somber guards and warriors that accompany the Judges of the Ten-Lords Commission to execute missions. They don black and white masks which symbolize the netherworld envoy and wield guillotine blades. Their role is similar to that of the Cloud Knights, except they serve under the command of the Ten-Lords Commission.[17][8]
Aurumaton Spectral Envoys[]
Aurumaton Spectral Envoys are law-enforcing aurumatons which are engraved with the Ten-Lords Martial Scriptures and take orders from the Ten-Lords Commission. These aurumaton law enforcers use their strength to subdue evils that have strayed from the natural order of life, and bring them to the Netherworld to meet their sentence. Its authority is sometimes even greater than that of a judge.[18] The role of the aurumaton spectral envoy is to assist the judges and spiritfarers in investigation and trial. They do not have the capability to make judgement, but can assist others in making the correct judgement with their extensive database.[1]
Exorcism Tools[]
The Ten-Lords Commission also prepares its own series of targeted protocols and exorcism tools with different effects for different astral beings. These tools include various talismans, the Lunaumbra Gourd, Harmonic Chime, Mara-Sunder Awl, Oracle Brush, and Evil Binding Matrix Suppression Towers.[9][19] 70% of the matrix seals come from the Divination Commission while 20% are from the Ten-Lords Commission itself.[20]
History[]
In the Year 7379 Star Calendar, the Imbibitor Lunae Dan Feng was imprisoned in the Shackling Prison after his attempted sedition. In order to placate the Ten-Lords and Sky-Faring Commissions, the Vidyadhara Preceptors performed an exuviation charm on Dan Feng against his will. Still, they ensured that the charm contained a flaw, thinking that this would fool the Ten-Lords Commission. Jing Yuan implies, however, that the Commission was aware of this scheme.[21]
In the Year 7380 Star Calendar, Jingliu was taken by the Ten-Lords before the onset of mara and detained in the Shackling Prison.[22] She eventually escaped, slashing her way out of Starskiff Haven and cutting through the Cloud Knights tasked to subdue her before being confronted by Jing Yuan and vanishing.[23]
Sometime in the Year 8100 Star Calendar, a Stellaron was smuggled onboard the Xianzhou Luofu and shortly afterwards, the Ambrosial Arbor was resurrected using its power. The Ten-Lords Judge Xueyi was injured while pursuing Blade, whom she believed was the root cause of the crisis. Her mechanical body was promptly healed by Luocha, whose group had come across her. She ordered Sushang, the group's accompanying Cloud Knight, to escort her to the Ten-Lords Commission. The rest of the group followed her, seeing the Judge off at the Artisanship Commission's Arcane Moorage before proceeding to the Alchemy Commission.[24] After the Stellaron Crisis, Spiritfarer Hanming was dispatched to the Luofu's Alchemy Commission.
After the rebirth of Ambrosial Arbor, Master Diviner Fu Xuan was ordered to perform divination for the Ten-Lords Commission, with Xueyi providing the dossier to do so, though the former claimed that it was not enough information. Xueyi then tasked the Trailblazer with apprehending wanted fugitives from the Disciples of Sanctus Medicus in Stargazer Navalia in order to use them as clues to hunt down the other disciples using the Matrix of Prescience Ultima. In return, she summoned Master Ryan from the Hall of Karma into an aurumaton in order for Chengjie to speak with him.[25] Sometime after the crisis, Luocha, who was suspected to have smuggled the Stellaron onto the Luofu, was to be sent to the Xuling to be held for a joint trial with Jingliu before the Ten-Lords Commission and the Seven Arbiter-Generals. However, after General Jing Yuan reported the events to Marshal Hua, General Yaoguang took an interest in their case, and had the Deca-Light Reflection Barrier set up, detouring the two to the Xianzhou Yuque.[6]
During the Luofu's Stellaron Crisis, the newly regrown roots of the Ambrosial Arbor damaged the Artisanship Commission's Creation Furnace, allowing the heliobi trapped within to escape. The Ten-Lords Commission subsequently occupied Fyxestroll Garden in order to deal with the escaped heliobi. Under Hanya's supervision, Guinaifen, Sushang, and the Trailblazer were commissioned to form a ghost-hunting squad and hunt down the escaped heliobi, with Huohuo serving as the group's leader. While the squad was able to hunt down most of the escaped heliobi, Cirrus, a powerful heliobus and a fragment of Ignamar, continually hindered them. The ghost-hunting squad eventually defeated Cirrus through their combined efforts, sealing it away in the Suppression Tower at Verdant Terrace.[26]
In the advent of the Heliobi Containment Breach Incident, the Luofu's Commission started integrating training on exorcising heliobi into the standard curriculum for judges and distributed the Heliobus Purging Manual. The Luofu Ten-Lords Commission intended to make contact with the Xianzhou Zhuming after the incident was settled in order to learn the art of breaking free from the influence of the heliobi.

Etymology[]
- The Ten-Lords Commission is a reference to the "Ten Courts of Yanluo" in Chinese mythology. It is said that people after death will enter the hell and get judged by ten Yanluo lords, which determines the results of their reincarnation.
