
Chiyi is an NPC on The Xianzhou Luofu, located in The Shackling Prison.
Profile[]
Chiyi is the Jailer overseeing the part of the Shackling Prison that the Trailblazer visits.
Aware that she houses dangerous enemies of the Xianzhou Alliance, Chiyi ensures that they are kept in the prison and is allowed to use any method she wishes if they step even one foot outside of prison grounds.
Chiyi allowed Arma and Gouteng to conduct business in the prison despite prison rules specifically forbidding them to do so, as doing so would allow the prisoners to interact in their own way without thinking of attempting to break free or fight each other, provided that they kept the situation under control. After Hoolay broke out from the prison, Chiyi told the two to keep their business low for the time being.

- Chiyi: However, I am dutifully obliged to remind you that the Shackling Prison is where the Xianzhou Luofu imprisons our most dangerous felons. (Trailblazer), (sir/
madam), we seek your cooperation to keep everything you see and hear in the Shackling Prison to yourself, as laid out in our confidentiality regulations.
So I'm not supposed to be allowed in here then?
- Chiyi: The Ten-Lords Commission imposes a mandatory and stringent assessment on those who wish to enter the Shackling Prison, so that all remand and detention orders within the facility can be performed without disruptions. Since you're here for an investigation, you're naturally granted the relevant permissions.
And if I unintentionally tell them to someone...?
- Chiyi: The Shackling Prison has been operating securely for centuries. If intruders were to infiltrate out of nowhere, it would mean that someone has divulged details of the structural floor plan and routes of the Shackling Prison. Many spiritfarers will end up losing their lives during such an infiltration. I trust you are aware of the grave consequences that come with leaking secrets.
- Chiyi: Madam Xueyi has mentioned that you are a trusted ally of the Xianzhou. It is rare to hear her offering such a high remark about anyone, so I am happy to trust that you'll keep mum about the secrets of the Shackling Prison.
- Chiyi: I am more than happy to put my trust in you, (Trailblazer). But it is my professional obligation to remind you, once again, that the Shackling Prison is not a place where people walk about freely. Please be cautious in your investigation here.

I want to learn about the Shackling Prison's history.
- Chiyi: I am no research historian, so I may not be familiar with the complete history of The Shackling Prison. It has been established eons ago that the exact date of its construction is long-lost to time. The facility we are at is just one of the many unit of The Shackling Prison system on the Luofu.
- Chiyi: According to the previous Jailer, this unit of the Shackling Prison was jointly built by Xianzhou natives and the Vidyadhara. And it checks out because if not for the Vidyadhara's cloudhymn magic, it wouldn't be possible to build this colossal structure underwater.
- Chiyi: Even today, the Vidyadhara Preceptors would send Vidyadhara youths skilled in cloudhymn magic to join the spiritfarers in maintaining the prison's flood barriers... The Ten-Lords Commission and The Shackling Prison are eternally grateful for the Vidyadhara's contribution.
I want to know more about what you do.
- Chiyi: To put things simply, my duty is to ensure all prisoners in The Shackling Prison remain within the prison area. If any one of them were to take even half a step beyond the boundaries of the prison, I am expected to employ any possible measure to force them right back.
- Chiyi: The prison guards have to perpetually keep their guards up around these serious felons. The more I interact with them, the more it grinds down on my mentality — Their desire to leave this facility burns as blazing hot as fiery brands.
But you're the Jailer. Can't you ignore them?
- Chiyi: I used to harbor that naive thought too, believing that I could just block them out and go about my duties.
- Chiyi: But I need to be able to pick up on their intentions through their words and behavior, which they employ to shield their true thoughts. And while I'm doing that, quick-witted and intelligent prisoners would also use that fact to study me.
- Chiyi: I'm not good at battles of wits. Those make me feel like I'm on a chopping board waiting to be butchered by whoever has the knife... Trust me, it's not a nice feeling to have.
- Chiyi: There are too many prisoners locked away in The Shackling Prison. Morality aside, these people are the cream of the crop in terms of talent and capacities — This is precisely why they have to be locked away in The Shackling Prison.
Are there any particularly strange prisoners?
- Chiyi: There was an outworlder who got sent in for committing multiple murders. According to the records, he was known as "The Spoon Murderer" because he once used an iron spoon to persistently cause harm to the victim.
- Chiyi: I had assumed he wouldn't cause any trouble if he was locked away in a solitary cell. Yet he somehow managed to get his hands on an iron spoon that he endlessly tapped the wall of his cell with, eventually driving the prisoner in his neighboring cell into a mental breakdown.
- Chiyi: The tapping lasted for decades. I shouldn't have underestimated the damage such faintly perceptible noises could do to a person's psyche. I suppose you can say that I gained some experience after that...
